Structural Indicators
Structural indicators are the specific, observable policies, practices, and supports that make each key action concrete. In this view, for each indicator, states are highlighted if they meet the indicator threshold score of at least 2 on a 0–3 scale, meaning the indicator is formalized and active in some places in the state.
Select a Key Action and then click on a Structural Indicator to see how many states met the threshold. See more detail on structural indicator scores in the box below.
Structural Indicators Threshold
Evidence Strength of 2 or higher = indicator met
Evidence Strength of 1 or lower = indicator not yet met
Key Action Score Definitions
0 = Not evident: No credible evidence the state is acting on the Key Action
1 = Exploring: Early planning/convening; problem definition; options being considered; no formal decisions
2 = Installing: Formal infrastructure is being built (guidance drafted, pilots designed, funding set aside, data elements defined, contracts/roles set)
3 = Initial implementation: The work is happening in practice in at least some places (districts/colleges), with feedback loops and improvement cycles
4 = Implemented at scale / institutionalized: Statewide (or near-statewide) adoption, embedded in routine operations (requirements, funding streams, reporting, accountability)
Structural Indicators Evidence Strength
0 = None: No evidence
1 = Low: Stated intent / draft / limited example (e.g., draft guidance; one district doing it without state support)
2 = Medium: Formalized + operating in some sites (policy adopted or guidance issued + implementation occurring in pilots/regions)
3 = High: Operationalized + supported for scale (statewide coverage or strong enabling supports like funding + reporting + technical assistance)
